In 1948 he received a Master of Laws degree from the University of Costa Rica. In 1951 he obtained a Master of Arts degree from the University of Pennsylvania.
In 1952 he was a lecturer in law at the University of Costa Rica, and the dean of Faculty of Law from 1966 to 1972. From 1953 to 1958 he was a director of the National Insurance Institute of Costa Rica. In 1962 he was a president of Costa Rica Union of Lawyers.
From 1962 to 1963 he was a president of the Association of Literary, Artistic and Scientific Writers. From 1972 to 1974 he was a director for Costa Rica in a research project on law and development at Stanford University. From 1976 to 1980 he was a teacher at the School of Institute Relations at the National University of Costa Rica.
From 1982 to 1983 he was a Minister of Justice, and for Foreign Affairs and Worship from 1983 to 1986. Since 1986 he was a Permanent Representative of Costa Rica to the United Nations.
