Initially were high schools in La Paz and San Estaniis-lao de Kotska in Madrid.
Carlos entered the Department of Political Science in the University of Madrid in 1971. Three years later, he returned to his native La Paz, and joined the Language and Literature Department of the University of San Andres.

Carlos Mesa started his career as a journalist, working on radio, television and in newspapers. In 2002, unexpectedly for himself K.Mesa received an offer from a former president and the leader of the Nationalist Revolutionary Movement Party Gonzalo Sanchez to take part in his team in the presidential elections, and in case of victory take the post of vice-president. And Carlos agreed.
Sanchez became president and Carlos Mesa - Vice-President of Bolivia in August 6, 2002.
But the activity of the new president of the country led the country to greater political and economic crisis. Ministers started to leave the Government. The President, being in complete isolation, submitted his resignation. According to the Constitution of the Republic of Bolivia, the vice-president Carlos Mesa took the post of president.
In the first presidential speech he stressed the fact that he sees Bolivia as a united country. He called on Bolivians to peace and disarmament, and asked people for time and space to work.
Carlos created a new government, which includes professionals with progressive political views. There were two new ministries: on Indian Affairs and the indigenous peoples, and also popular participation.
Carlos is the author of famous documentaries on the history of Bolivia: “Great power: the sky and hell “, “1952: revolution “,” Democracy. 10 years later”. In 1995, Carlos shot a full-length feature film “Jonas and pink whale”, which received three international awards at various international festivals.
Carlos Mesa is a member of “The Bolivian Association of History” and is a part of “The Bolivian Football Federation”. The President is not the member of any Bolivian political party.
