Davis was born on July 10, 1961, in Dundee, Scotland.
Davis left school at 15 and later graduated from the University of Dundee with a Master of Arts degree in criminology. As a postgraduate, she received a diploma in adult and community education from the University of Edinburgh.
In 1998, Davis moved from Scotland to the south of England, where she lives today. She has been a full time writer since graduating and is the author of seven crime novels, Shrouded, Safe as Houses, Noise Abatement, Kiss It Away, Sob Story, Extinction, and Near Death Experience. They have been described as chillingly realistic for their portrayals of dangerous sex and death.
Between these novels, Davis has written several books on crime, each profiling a killer's childhood and formative experiences. Davis once said that "a world without crime would be a veritable utopia, so I'm very interested in exploring criminal backgrounds and motivations and looking at ways in which we can change these for the common good. Violent criminals have invariably suffered at the hands of violent parents - so if we made it illegal for adults to strike children, we'd soon start to see a significant reduction in violent crime. They banned the hitting of children in Sweden in the seventies, and their suicide, alcoholism, and crime rates have been decimated as a result."
Davis is best known as the author of several crime novels as well as crime, horror, erotic, and literary short stories. Her works have been referred to as realistic due to Davis's approach to writing them. For one of her novels, she interviewed the detective who caught Britain's youngest serial killer, Peter Dinsdale, and found unique details about the case. For another, she met one of the surviving victims of Fred and Rosemary West, as well as corresponded with a convicted British serial killer.
