She is the longest-serving president in University of Nevada, Las Vegas history, at 11 years. From New York, she holds Bachelor of Arts, Master of Arts, and Doctor of Philosophy degrees from Binghamton University. She was succeeded as president of University of Nevada, Las Vegas by David B. Ashley on July 1, 2006.
Prior to her tenure at University of Nevada, Las Vegas, Harter was the 11th president of State University of New York Geneseo, where she was succeeded by Christopher Dahl.
Harter is the current Executive Director of University of Nevada, Las Vegas"s Black Mountain Institute.
