SMITH, Cecil Clementi was born on December 23, 1840 in London. Son of Reverend John Smith, Master of Arts, and Cecilia, daughter of Muzio Clementi, the composer. W. Teresa, daughter of A. Newcomen, Kirkleatham Hall, Redcar, 1869.

Education
Studied at St. Paul’s School. Corpus Christi College Cambridge (Master of Arts).
Career
After competitive examination 1862, was elected one of the first student interpreters, Hong-Kong. Served in various offices. Promoted from Colonial Treasurer, Hong-Kong, to Colonial Secretary, Straits Settlements, 1S7S.
Administered Government, 1884-1885. And then appointed Lieutenant - Governor and Colonial Secretary, Ceylon. Governor and Commanderin-Chief of the Straits Settlements, 1887.
H. M. High Commissioner and Consul-General for Borneo and Sarawak, 1889. British Commissioner under the Field Officer to settle certain marine claims at Manila, and received the thanks of His (or Her) Majesty Government, 1878. As also for the “ Nisero ” case, 1884.
Revived the Vol unteer Corps in Singapore under the style of the Singapore Volunteer Artillery, and is Honourable Colonel of the Corps. Master of the Mercers’ Company, 1897-1898. One of the Royal Commissioners for the Paris Exhibition, 1900.
Member of the Advisory Committee, Imperial Institute, 1902. Member of Tariff Commission, 1904. Head of the British Delegation to the International Opium Commission, 1909 (received the thanks of His (or Her) Majesty Government). G. P.C. 1906; retired 1893.
