CHAPMAN, Cecil Maurice was born on June 24, 1852. Son of Henry Chapman of Woodford, Essex, and Priscilla Wakefield of Ipswich.
Studied at Tonbridge School. Balliol College Oxford.
Head boy of Tonbridge School and in School Eleven, 1870. Went up to Balliol with first School Exhibition, 1871. Took honours in Moderations and degree in 1875.
Called to Bar, 1878, and joined the South-Eastern Circuit and Surrey Sessions. Assistant Commissioner on Markets and Fairs Commission, 1887-1888, and served in same capacity on Labour Commission, 1892-1894. Succeeded Lord Cadogan on London County Council as Conservative member for Chelsea, 1896, and served on that body until 1898.
Was employed in several leading cases at the Bar, and had a large junior practice in London and the Home coimties. Justice of the Peace; Metropolitan Police Magistrate, Southwark, since 1899, and Justice of Peace for the six Home counties.

Spouse 1900, Adeline Mary,daughter of late David Barclay Chapman of Roehampton, and widow of Arthur Edward Guest.
