One of group responsible for adoption of pay as you go plan in Nebraska State govt, (as result Nebraska does not owe a dollar, has 11 million dollars invested in bonds for school purposes and two million dollars in bonds for relief of soldiers. Over 6 thousand miles of surfaced roads have been constructed and a ten million dollar state house built without a dollar of indebtedness).
