Cezar Bengzon received his Bachelor of Arts degree from Ateneo de Manila in 1915. He graduated his Bachelor of Laws from the University of the Philippines in 1919.
He started his career as a law clerk at the Bureau of Justice. In 1931, at the age of 35, he became Solicitor General. Two years later, in 1933, he was appointed as Undersecretary of Justice and at the same time Chairman of the Board of Pardons. In 1936 he was appointed Associate Justice of the Court of Appeals but had to postpone his oathtaking for two months because he had not yet reached the required age of forty. In 1945 he became an Associate Justice of the Supreme Court . He resigned to become Secretary of Justice under President Elpidio Quirino in 1948, but was reappointed in 1949 to the High Court while retaining his seniority. He was appointed Chief Justice of the Supreme Court in 1961. From 1967 to 1976 he occupied the position of a judge at the International Court of Justice.
César Bengzon was married to Soledad Romuloand. They had six children: Eduardo, Soledad, Pacita, Agustin, Beatrice, and Cesar.
