He was the Governor of Odisha from 1946 to 1947, and the first Governor of Punjab from 1947 to 1953, The First Governor of Andhra Pradesh from 1 October 1953 till 1 August 1957. Later the same year, he was promoted to the rank of Knight Commander of the Order of the Star of India (KCSI). He was awarded the Padma Vibhushan in 1956.
