BARRETT, Charles Franklin was born on January 1, 1861 in Galion, Ohio, United States. Son of John E. and Charlotte (Reynolds) Barrett.


Student Kansas State Agriculture College, Manhattan, 1880-1881.


Admitted to Oklahoma bar, 1894, and began practice at Shawnee, Oklahoma. Founder, public 1901-1906, Shawnee Herald. Captain Oklahoma National Guard, 1897.

Served as private and 1st sergeant Territorial Volunteer Infantry, Spanish-American War. Second in command Lieutenant, Oklahoma National Guard, 1899. Promoted through grades to brigadier general, 1919.

Appointed adjutant general of Oklahoma, 1919, resigned, 1923. Commissioned colonel infantry, United States of America. Retired, 1925; reapptd. adjutant general of Oklahoma, rank of brigadier general, 1925.

Secretary Oklahoma State Board of Agriculture, 1908-1910. Member Oklahoma House of Rep, 1911-1912, Senate, 1913-1916. Clerk Oklahoma constitutional convention, 1906-1907.

Member publicity bureau Democratic State Committee, 1917-1918.
