Baxter was born on November 15, 1841 in Stillwater, New New York
He moved to Grant County, Wisconsin in 1857. During the American Civil War, Baxter served with the 25th Wisconsin Volunteer Infantry Regiment, the 41st Wisconsin Volunteer Infantry Regiment and the 47th Wisconsin Volunteer Infantry Regiment of the Union Army. He eventually reached the rank of captain.
Baxter was a member of the Senate from 1893 to 1900. Additionally, he was Mayor and a member of the City Council of Lancaster, Wisconsin. A member of the Grant County Board of Supervisors.
Chairman of the Grant County Republican Committee and a member of the Wisconsin State Republican Committee.
