Charles Bell was born on November 18, 1823, at Chester, New Hampshire, in a neighborhood where the family had been prominent for a century or more. He was the son of John and Persis (Thom) Bell, and nephew of Samuel Bell. Both his father and uncle held numerous public offices, including the governorship.
Charles Bell enjoyed the best educational opportunities available in the state, attending Pembroke and Phillips Exeter Academies and graduating from Dartmouth in 1844.
Charles entered the legal profession and practised at Chester, Somersworth, and Exeter. He settled at the latter town in 1854 and there resided for the rest of his life. He was a successful lawyer and Chief Justice. In 1868, however, he gave up active practise, although still handling occasional cases of special importance. In 1856 he had begun a period of ten years' service as solicitor for Rockingham County. He represented Exeter in the lower house 1858-1860, being speaker in the latter year, and again in 1872 and 1873. Bell was a member of the Senate 1863-1864, serving as president in his second term. In 1879 he was appointed to fill a vacancy in the United States Senate, serving for a few months pending the meeting of the legislature. The legality of his appointment was contested in the Senate, but he was finally seated. He was governor, 1881-83, and in 1889 was president of the seventh constitutional convention.
Bell is, however, chiefly remembered as a student and writer of New Hampshire history, and a collector of miscellaneous Americana. He was active in the New Hampshire Historical Society, the Prince Society, and similar organizations. His most important works were John Wheel-wright (1876), a monograph showing research and critical ability, History of the Town of Exeter, New Hampshire (1888), and The Bench and Bar of New Hampshire (1894), which was in the hands of the printer at the time of Bell's death. The latter is his most important work and contains biographical sketches of 871 New Hampshire jurists and lawyers. It shows laborious research and great skill in presentation. His work throughout is characterized by clearness and simplicity of style. In addition to the above, he was the author of numerous shorter studies, and many of his addresses and commemorative orations were reprinted.
Charles Bell was a well-known lawyer and politician of his time who served as Speaker of the New Hampshire House of Representatives (1860); President of the New Hampshire Senate (1864); 38th Governor of New Hampshire (1881-1883); United States Senator from New Hampshire (1879). Bell's major literary works: John Wheel-wright (1876); History of the Town of Exeter, New Hampshire (1888); The Bench and Bar of New Hampshire (1894).
