He studied two years at the University of Michigan, and after two more years (1902-3) at the University of Illinois, completed his professional training in Paris at the Ecole des Beaux Arts.
Mr. Biggar began his career in Chattanooga, Tenn., where he worked as draftsman in the office of Reuben H. Hunt, and on leaving there spent a few years in Seattle. In 1911 he established his own office in Los Angeles, Calit., associating himself with Charles Kysor, and in the ensuing five years designed several hotels at Long Beach, and other types of buildings in Los Angeles and neighboring cities. Mr. Biggar served in the first World War, and upon his return to California settled in Bakersfield where he carried on an active practice until the time of his decease
