Charles Culp Burlingham was born on August 31, 1858 in Plainfield, New Jersey, the son of the Reverend Aaron Hale Burlingham and Emma Lanphear Starr.
Charles received the B. A. from Harvard in 1879 and the LL. B. from Columbia Law School in 1881, and was admitted to the New York bar in September 1881.
In 1883, Burlingham began his lifelong association with the firm of Wing, Shoudy and Putnam. He became a member of the firm in 1889 and its head in 1910. His specialty was admiralty law, and by 1910 he was recognized as a leader of the admiralty bar. Burlingham established his reputation through the effective direction of litigation.
In 1909 and 1910 he served on the American delegation at the Brussels Conference on Maritime Law, and he was among the founders of the American Law Institute in 1923. Burlingham also was involved in the affairs of New York City. He held only two public offices in his long career--member of the Board of Education from 1897 to 1902 and board president in 1902-03--but his influence on civic life was much greater than that of many who held high office. That influence was exercised through his leadership of the city bar, his many personal contacts, and his service on private reform committees and organizations.
In 1909 he used his influence with United States Attorney General George W. Wickersham to support the appointment of Learned Hand to the bench of the federal district court for southern New York. In 1913, as chairman of the Judicial Nominations Committee of the Fusion Committee of 107, he fostered the nomination and election of Benjamin Cardozo to the New York State Supreme Court.
Roosevelt continued to consult Burlingham about possible judicial nominees while he was president. Burlingham's concern with judicial corruption led him to work for political reform.
Burlingham refused to accept a third term as president of the city bar in 1931 but continued his efforts for an independent judiciary. In October 1932 he played the central role in the creation of the Independent Judges Party, a special organization formed to oppose the two joint nominees of Tammany Hall and the Republican party for the New York State Supreme Court. Burlingham directed an unsuccessful campaign on behalf of his party's candidates, but the organization ceased to exist after the election.
In 1933 Burlingham served as chairman of the "harmony" committee that nominated Fiorello H. La Guardia and coordinated the efforts of independent fusion and Republican organizations to secure his election.
From 1934 through 1945, when La Guardia refused to run for a fourth term, Burlingham was one of his most trusted advisors. An independent Democrat, Burlingham nonetheless headed the 1937 election committee of Republican Thomas E. Dewey for Manhattan district attorney and supported his efforts to end corruption in city government. Throughout his career Burlingham participated in liberal causes.
During the 1920's he worked vigorously against the expulsion of five Socialists by the New York State Assembly and for a retrial for Nicola Sacco and Bartolomeo Vanzetti. During the 1930's he served as president of the Welfare Council of New York City, chairman of the executive committee of the Civil Service Reform Association, and national chairman of the Non-Partisan Committee for Ratification of the Federal Child Labor Amendment.
In 1942 Burlingham ceased practicing law but retained the post of general counsel for his firm until his death in New York City.

Known as an able legal strategist, a skilled cross-examiner, and a persuasive pleader, Burlingham also contributed to improvements in the substance of the law. Throughout his career, Burlingham's primary concern was the improvement of the city and state judiciary--the removal of judicial appointments from machine control, the elimination of corruption on the bench, and the appointment of competent, independent judges.
He was a member of the New York City Bar Association.
On September 29, 1883, he married Louisa Weed Lawrence; they had three children.
