Admitted to the Bar, 1881. Elected Company Attorney of Shawnee Company, Kansas. in 1884. Re-elected 1886; elected to the Fifty-third, Fifty-fourth and Fifty-fifth Congresses from Fourth Kansas District.
Fifty-sixth, Fifty-seventh, Fifty-eighth, Fifty-ninth and Sixtieth Congresses, first dist. Elected to United States Senate to fill unexpired term, 1907. Acted as President Pro tempore, 1911.
He received popular vote for nomination as Republican Candidate for United States Senate, 1912. Received nomination, 1914. Elected United States Senator, 1914.
Re-elected 1926; tendered in his resignation, 1929, having been elected Vice president, of the United States Supervised and directed the annotation of the Constitution of the United States of American as amended to December 1, 1924, with citations to cases of Supreme Court of the United States, construing its several provisions collated under each provision.
Curtis most important contribution came in as a Senator, a position he served from 1915 until 1929. In the position, he aimed at transfusing the tribal society within the main society thus providing the tribal people with equal rights to education. He also played an instrumental role in drafting the Kaw Allotment Act that that disbanded Kaw nation as a legal entity. He very well managed legislative issues and accomplished Republican national goals.
