Born to Sir Charles Morgan, 1st Baronet (originally Charles Gould) and Jane Morgan, he became a Captain in the Coldstream Guards. On retirement from the British Army to enable him to concentrate of the family estate, he became an Member of Parliament for Brecon, and later the County of Monmouth. He never remarried after her death in 1808.
