Born in Atlanta, Georgia, Moye received an Bachelor of Arts from Emory University in 1939 and a Juris Doctor from Emory University School of Law in 1943. He was in private practice in Atlanta, Georgia from 1943 to 1970, and was an unsuccessful candidate for United States. House of Representatives from Georgia in 1954. He was confirmed by the United States Senate on October 13, 1970, and received his commission on October 16, 1970. He served as chief judge from 1979 to 1987, assuming senior status on January 1, 1988. Moye died on July 26, 2010.
