Of Dutch descent, Wyckoff was born in Middletown Township, the son of David Wyckoff and Elmira Morford.

His family moved to Freehold Township while he was a child. As an adult, he settled in Marlboro Township. Charles Wyckoff was elected to the Board of Chosen Freeholders in the Democratic landslide of 1910, and served from 1911 through 1921.
Elected again in the 1922 general election, he served one more three-year term, leaving the board in 1925.
He served as Director of the Board for the years 1917 and 1918. While on the Board of Freeholders, Wyckoff was a strong advocate for the construction of the Monmouth County Tuberculosis Hospital.
Wyckoff died of pneumonia on January 28, 1926.
Freeholder Wyckoff was a member of the Freehold Baptist Church and the Benevolent and Protective Order of Elks.
