He was born at West Maitland to solicitor Henry Incledon Pilcher and his wife Eliza.

He was educated at The King"s School and then the University of Sydney, where he received a Bachelor of Arts in 1865. He was called to the bar in 1867. He was elected to the New South Wales Legislative Assembly for West Macquarie in 1875, serving until 1882.
In 1891 he was appointed to the New South Wales Legislative Council, where he remained until his death at Lewisham in 1916.
He was appointed King"s Counsel in 1902.
