Charles Lawrence Richardson (generally known as Rick Richardson) was born on January 15, 1935, in Georgetown, Kentucky, United States. Son of William Ernest and Opal Chilton (Riddle) Richardson.
Following service as a Chinese linguist in the USAF, Charles (Rick) Richardson accepted a staff instructor position at Yale University's Institute of Far Eastern Languages while attending graduate school. In 1962 joined the Central Intelligence Agency, where he progressed from junior officer trainee to senior agency management positions, working abroad and in the U.S. Following retirement in 1984, he served as executive director of state and regional non-profit associations, retiring a second time in 2015 as executive director of the National Environmental, Safety and Health Training Association. During this time, he gained international prominence as a leader in industrial training and governance of non-profit entities, serving on the boards of directors or advisory boards of several government and university organizations, and other national and international non-governmental associations and foundations. He remains active as a consultant and writer.
