Sewall was born in Queen Anne"s County, Maryland, and attended the common schools.
He served in the Forty-second Regiment of the Maryland Militia during the War of 1812, and served in the Maryland House of Delegates. He was again elected as a Democrat to the Twenty-seventh Congress to fill the vacancy which was caused by the death of James West. Williams, and served from January 2 to March 3, 1843. He moved to Harford County, Maryland, and died at Rose Hill.
He was member of the Maryland State Senate, and was elected as a Jacksonian to the Twenty-second Congress to fill the vacancy caused by the death of George East. Mitchell and served from October 1, 1832, to March 3, 1833.
