Born in Philadelphia, Pennsylvania, Kraft received an Bachelor of Arts from the University of Pennsylvania in 1924, an Bachelor of Laws from the University of Pennsylvania Law School in 1927, and a Juris Doctor from the University of Pennsylvania Law School in 1930. He was in private practice in Media, Pennsylvania from 1927 to 1955. He was a District attorney of Delaware County, Pennsylvania from 1944 to 1952.
Kraft was a federal judge on the United States District Court for the Eastern District of Pennsylvania.
8; nominated on January 12, 1956. He was confirmed by the United States Senate on March 28, 1956, and received his commission on March 29, 1956.
He assumed senior status on November 11, 1970. Kraft served in that capacity until January 18, 2002, due to his death.
He died in Key Biscayne, Florida.
