Charles Winchester was sent to Japan from China as secretary to the British Legation after the Port of Yokohama was opened for foreign trade (1861). The following year was appointed Consul in Nagasaki and then Consul in Kanagawa. When Alcock returned home he became deputy minister of the British Legation. During this period he helped settle the issue of indemnity over Japanese firing at British ships in the Shimonoseki channel. With the arrival of Minister Parkes in Japan he was transferred to Shanghai as Consul (1865).
