Acted as Colonial Secretary twice. Returned to British Guiana,1892. Chairman of various important Commissions.
Chairman Education Commission,1902. Thanked by Combined Court for special services gratuitously rendered in Public Road Administration, 1905. Secretary of State for Colonies recorded high appreciation of his services, '190S.
