Educated Fremont (Nebraska) Normal School. Bachelor of Laws, University of Michigan, 1904.

Organizer, 1921, and secretary-treasurer Lower Rio Grande Valley Water Users Association. Founder public Gravity Irrigation News. Represented group of water users before Congress and Government departments at Washington, District of Columbia, 1926-1929.

Active in promoting movement which resulted in negotiation between United States and Mexico to divide international waters for irrigation and power development. Editor and business manager Hidalgo County Independent, Edinburgh, Texas. Through this paper waged a successful fight, 1929-1931, against official graft that ended in the indictment of 21 county officers and public contractors.
