Clement, Charles Maxwell was born on October 28, 1855 in Sunbury, Pennsylvania, United States. Son of John Kay and Mary S. (Zeigler) Clement.
Educated Sunbury and Klinesgrove academics and at military academic, Burlington, New Jersey.
Began practice in Sunbury, 1878. Deputy secretary Commonwealth of Pennsylvania, 1890-1891. Secretary, later chairman Republican County Committee, Northumberland County, 1879-1888.
Enlisted as private Company E, 8th Infantry National Guard Pennsylvania, September 3, 1877. First lieutenant, May 6, 1878. Advanced through grades to major general, Pennsylvania Division, December 22, 1915.
Retired, April 1, 1919. Major general N.A., August 5, 1917.
