Before entering seminary, Jarrell attended The Catholic University of America in Washington, District of Columbia where he received both a Bachelor"s and Master"s Degree in Philosophy. Jarrell was appointed as the second bishop of Diocese of Houma–Thibodaux, Louisiana and served from 1992 to 2002. On November 8, 2002 Bishop Jarrell was appointed to serve as bishop for the Diocese of Lafayette in Louisiana.
On February 18, 2016, Pope Francis accepted Jarrell"s resignation and appointed J. Douglas Deshotel to succeed him.
