O'BRIEN, Charles Richard Mackey was born on December 13, 1859 in Sialkot, India. Youngest son of late Lieutenant-Colonel Sir Terence O’Brien, Knight Commander of St. Michael and St. George, sometime Governor of Heligoland and Newfoundland.

Served South African War, 1899-1902 with East Lancashire Regiment, and as President Military Tribunal, Johannesburg (Queen’s medal, 3 clasps, King’s medal, £ clasps, despatches twice, Lord M ilner’s special despatch to Colonial Office, Baronet literally-Colonel). Deputy Commissioner Transvaal Town Police, 1901 - S. Acting Commissioner of Police, 1903-1907, and during the strike on the Witwatersrand. Colonial Secretary, Colony of Gambia, since 1910; Acting Governor July to November 1910.
