Elected London, 1900 and 1904. Was Chairman of Select Standing Committee of House of Commons on Railways, Canals, and Telegraph Lines. Chairman of the Redistribution Committee of 1903.
Sworn of the Privy Council and made a member of the Cabinet without portfolio, 1904. Acting Minister of Public Works, 1904-1905. Late Minister of Public Works for Canada; resigned, 1906.
