He was reared at Lennoxville, Quebec, and Guelph, Ontario, in a devout Anglican family. After his graduation, he worked for a Christian camp ministry, the Navigators, at the University of British Columbia in Vancouver. He served afterwards as the rector of Saint George"s Lowville, in the Anglican Diocese of Niagara, until 1 June 2008.
He attended the Global Anglican Future Conference in Jerusalem, also in June 2008.
Masters was consecrated Area Bishop for Ontario and East Canada at Saint Catherine"s Church, Ontario, on 13 November 2009. Masters is married with two adult children.
