Chay attended Saint Joseph"s Institution and went on to study at the University of Singapore Bachelor of Arts (Economics). B.Soc Sc (Honours); Master of Arts He attended the Advanced Management Program at Harvard University.
He graduated with a Bachelor of Social Science (Honours) in Economics and Statistics from the University of Singapore in 1973 and was a Research Scholar in Economics at the University of Singapore (1973-1974).
He was previously the High Commissioner of Singapore to Sri Lanka, and is now the National Rifle Association of Singapore to the Slovak Republic. He was awarded a scholarship to study at the University of Sussex (Master of Arts Economics). He is a graduate of the SAF Command and Staff College.
Chay was born on 5 March 1950 in Singapore.
He also received a Master of Arts in Development Economics at the University of Sussex, United Kingdom in 1975 where he was a Commonwealth Scholar and a Master in Social Science from the University of Singapore in 1978. He graduated from the Singapore Command and Staff College in 1988 and attended the Advanced Management Program at Harvard Business School.
Chay was previously the Chief Financial Officer and Director of Supply Chain of NTUC Fairprice Company-operative Limited, a food retailing chain, where he worked from 1996 to 2007. He was also Chief Executive Officer of its subsidiary, Grocery Logistics of Singapore Pte Limited.
During this period, he was Chairman of the Government Parliamentary Committee (Communications and Information Technology) from 1997 to 2001 and Chairman of the Government Parliamentary Committee (Transport) from 2002 to 2004.
He was also the Chairman of the Brickworks Town Council from 1991 to 1997 and Tanjong Pagar Town Council from 2001 to 2004.
He announced his retirement on 11 April 2006. Chay served as a council member at the National University of Singapore from 2000 to 2004. Chay is married to Agnes Tseng and they have two children.
He is a former member of the People"s Action Party (PAP), representing the Brickworks and Tanjong Pagar Group Representation Constituency. Chay served as a Member of Parliament from September 1988 to April 2006 and was a member of the Public Accounts Committee from 1993 to 2006.
