Chdhatsu Ikeda was born in 1837.
He was educated at Shoheiko (Shogun's college) and displayed extraordinary ability in learning, besides which he was open-minded and wise.
During his days the nation’s affairs were in a chaotic state and opinion was largely divided over the entry of foreigners into Japan. Realizing this the Shogunate decided to send a mission to Europe to explain Japan’s stand to the West. Chohatsu was appointed envoy to lead this mission and Saburodayu Kawatsu was made his assistant. Accordingly the entourage consisting of 34 arrived in Paris(1864) and were received in audience by Napoleon III. Chohatsu laid the Japanese case before the French officials and at the same time was deeply struck with the vast difference between their culture and institutions and his country’s.
