Wagner graduated from Seton-Louisiana Salle Catholic High School in Pittsburgh, and then the University of Chicago, where she played on the women"s basketball team
Career
She resigned from the House when she was elected Allegheny County Controller. Wagner earned a law degree from the University of Pittsburgh School of Law, and took up work as a lawyer at a Pittsburgh firm specializing in medical malpractice cases. Wagner was first elected to the House in 2006 with over 55% of the vote.

She was a member of the Pennsylvania House of Representatives for the 22nd District which includes the South Side and part of the North Side of the city of Pittsburgh, and parts of the suburbs of Baldwin, Whitehall and Castle Shannon. She is a member of a prominent political family in Pittsburgh.
