Career
He was the Deputy Secretary-General of Executive Yuan in 2008-2014. Chen did his master"s degree in accounting from National Chengchi University in 1993. He did his executive Master of Business Administration degree in business administration from National Taiwan University in 2005.
He was the accountant-general of the Ministry of Economic Affairs in 1999-2000.
Since 2000, he started to work for as accounting officer and chief secretary in 2000-2003, director-general of First Bureau in 2003-2004 and deputy minister in 2004-2006.
