Cheng An Jiang was born on December 16, 1943. He is the son of Wen Xuan Jiang, a teacher, and Shu Lan Wang, a homemaker.
Cheng received a Bachelor of Arts from Lu Xun An College in 1965.
Cheng An Jiang served as editor-in-chief at Dolphin Publishing, division of Foreign Language Press, Beijing, China, from 1985 to 1995. He then came to Morning Glory Publishing, Beijing, on the same position.
In addition to his main job Cheng is writer and illustrator of children's picture books. His traditional Chinese art techniques were introduced in America with the bilingual title The Legend of Mu Lan: A Heroine of Ancient China, a classic story of filial piety and bravery. Jiang worked on this book with his daughter, Wei Jiang, who was at the time a recent art graduate of the Universidad Complutense de Madrid, Spain. His other works include: Empress of China: Wu Ze Tian and China's Most Famous Mother. These are bilingual Chinese/English picture books for the Victory Press ‘Heroines in History’ series.

Cheng An Jiang married Qu Zhong Yan, a teacher, on March 2, 1969. They have one daughter Hong Gen.
