Graduated with a degree in Economics from the University of Doctor Sun Yat-sen (today"s Zhongshan University) in Guangzhou, Cheung worked in his father"s business in Hong Kong.
In 1964, he was selected by the rural committees as the 16th chairman of the Heung Yee Kuk, representing the indigenous inhabitants. He was appointed to the Legislative Council of Hong Kong in 1981. In 1985, he became the chairman of the provisional Regional Council.
