Chika Sakurai was born in 1855 in Nihonbashi, Edo, Japan. Eldest daughter of Yojuro Hirano, a purveyor to the Shogunate.

She founded the Sakurai Girls' School in Kojimachi, Tokyo (1876) and the Itchi Eiwa (English-Japanese) Girls School in Osaka (1886). Went to the United States (1893). After returning to Japan, she founded in Hongo, Tokyo, a dormitory school for girls called Sakurai Jojuku, where English, cooking and housekeeping were taught.
She was married to Akinori Sakurai, a navy officer. After her husband became a pastor, she helped him in his work.
