Tamari Chikakata had a distinguished career in the Imperial Navy: saw action in naval battle of Seinan Affair (revolt of Takamori Saigo ) (1877)б naval attache to Japanese Legation in London (1904), where he heard reports that two warships which were originally ordered by the Argentine Government from a British shipbuilding concern were to be sold to Russia. Using his own initiative and without the consent of his government he purchased them for Japan. The two warships, Nisshin and Kasuga played a significant part in the Russo-Japanese War (1904-1905). Was promoted vice-admiral and placed in command of Ominato and Маko naval ports (1909).
