Chin-An Wu studied aero-nautical science in France and Germany and was graduated from aviation schools in both countries.
Chin-An Wu held the following positions: instructor at the Nanyuan National Aviation School in Peking, adjutant-officer in the Aviation Bureau of the Three Eastern Provinces, adjutant-officer in the Headquarters of the 1st and 3rd Allied Army Corps of the Fengtien Army and concurrently chief of the foreign affairs section, secretary to the Tientain-Pukow Railway-Administration, director of Tientsin office of the Northeastern Aviation Bureau, commander of the motor-corps of the 3rd Force and concurrently director of the Motor Corps Supplies Manufactory, associate managing-director of Shih-ping-kai and Taonan Railway in Kirin which was the last position he held before the Japanese invasion of the Three Eastern Provinces.
