Martel received a Bachelor of Surgery degree from Massachusetts Institute of Technology in 1975, and a Doctor of Philosophy from University of California Berkeley in 1980.

Martel was inducted by the ACBL Hall of Fame in 2014. He helped establish the computer science department at University of California Davis, received tenure there in 1985-1986, and retired in 2013. At University College Dublin he is Martel, Professor Emeritus.
His academic interests involved designing and analyzing algorithms.
