Chozo Koike graduated from Tokyo University (1896).
Chozo Koike joined the Foreign Ministry where his intelligence was soon noticed by Foreign Minister Takaaki Kato, who appointed him consul-general first at New York, then San Francisco and lastly at Mukden (1908). At Mukden he took an active role in solving: the issue created by the Antung-Mukden Railway Line. Returning home was appointed Director of Administrative Bureau of Foreign Affairs (1913). Three years later he resigned to enter business and became director of Kuhara Co. and Toa Kogyo Co.
