Career
Haaland started his own shipping company in 1914. From 1937 to 1940 he was the president of the Norwegian Shipowners" Association. He served as a deputy representative to the Norwegian Parliament from the Market towns of Vest-Agder and Rogaland counties during the term 1945–1949.
On the local level he was the mayor of his birth town Haugesund in 1925, 1928–1931 and 1945.
