Kuo Chung-hsiu graduated from Waseda University in Japan, 1901.
Mr. Kuo acted as a secretary to the Governor of Zhili (now part of Beijing). After the outbreak of the 1911 Revolution, he represented the Zhili Provincial Assembly in Nanjing and was later made member of the National Council there. Kuo Chung-hsiu was a member of the Lower House of the Parliament in 1913.
Upon the outbreak of the Yunnan Revolt under the leadership of Tsao Ao, Kuo Chung-hsiu was appointed official representative for the revolutionary organization in Shanghai. He acted as a Minister of Agriculture and Commerce in Tuan Chi-jui's Cabinet and concurrently Director-General of the National Conservancy Bureau from 1916 to 1917. Mr. kuo resumed his seat in Parliament in 1922. Since 1922 he lived retirement.
Upon dissolution of the Parliament by Yuan Shih-kai, he was proscribed and fled to Shanghai, where he started two papers — The True Opinion and Chung Hwa Hsing Pao — against Yuan's monarchical movement.
