Mr. Cooper was born in Decatur, Georgia, United States, on May 5, 1942.
Clarence Cooper received his Bachelor of Arts degree from Clark College in 1964. In 1967 he finished Emory University School of Law with Juris Doctor. In 1977 he obtained his degree from the Massachusetts Institute of Technology and in 1978 Mr. Cooper finished Harvard University John F. Kennedy School of Government Public Administration.
Mr. Cooper served as an attorney at Atlanta Legal Service Program, Atlanta, GA, in 1967-1968. From 1968 to 1976 he was appointed assistant district attorney Fulton County, GA. In 1976 Mr. Cooper became an associate judge Atlanta Municipal Court, Atlanta, GA. Later he worked as a judge Fulton County Superior Court.
Military service: served in United States Army during 1968-1970, became staff sergeant, received Bronze Star and Certificate of Commendation.
Clarence Cooper is also an author of “The Judiciary and Its Budget — An Administrative Hassle” and contributor to Black Short Story Anthology.
