Acting Agent and ConsulGeneral at Zanzibar, 1887-1888. Sent by Foreign Office on a Special Mission to Niger Territories, 1889.
Appointed Commissioner and ConsulGeneral in the Oil Rivers (now Niger Coast) Protectorate and adjoining Native territories, 1891.
Took part in the expedition against Brass River natives with Admiral Bedford (medal with clasp). Envoy Extraordinary and Minister Plenipotentiary at Peking, 1896-1900. Appointed by Foreign Representatives in command of Legation Quarter, Peking, during siege, 22 June to 14 August 1900 (Knight Commander of the Bath, military, promoted Colonel in the Reserve, medal with clasp).
