Born in Stoughton, Wisconsin, Luse received a Bachelor of Letters from the University of Minnesota in 1901 and an Bachelor of Laws from the University of Wisconsin Law School in 1903. He was in private practice in Superior, Wisconsin from 1904 to 1921. On April 1, 1921, Luse received a recess appointment from President Warren G. Harding to a seat on the United States District Court for the Western District of Wisconsin vacated by Arthur L. Sanborn.
Formally nominated on April 14, 1921, Luse was confirmed by the United States Senate on April 27, 1921, and received his commission the same day.
Luse served in that capacity until his death, in Madison, Wisconsin. Luse practiced law with his father Louis K. Luse who served in the Wisconsin Legislature.
