Kruger was in the Seils-Sterling Circus performing as the fat-boy weighing 450 pounds. Krueger owned a tavern in Merrill, and served on the Merrill Common Council. From 1947 to 1955 and from 1957 to 1983, he served in the Wisconsin State Senate.
He was the Senate Minority Leader in 1975, 1977, and 1979.
He was also a member of the Lions Club, and the Farm Bureau.
