Williams was educated at King George V Grammar School for Boys, Southport, and Pembroke College, Oxford.

He is now an Archdeacon in the Diocese in Europe. After an earlier career as a solicitor he was ordained in 1982. Since then he has been team rector of Ludlow
On 24 May 2015, it was announced that Williams is to become the first full-time Archdeacon from October 2015, being in charge of both the Eastern archdeaconry and that of Germany and Northern Europe and based in Frankfurt, Germany.
Historically Archdeacons in Europe have had other parochial duties in addition to their work as Archdeacons.
