Minister of Foreign Affairs and Commerce, 1926-1929 (during his tenure of office Sr. Rios negotiated the definitive treaty of peace with Perú, reorganized the Ministry, introduced a regular hierarchy in the diplomatic and consular services, created the Under-Secretariat of Commerce, etc.). Ambassador to Spain, 1929.
