Background
Constantine Phipps, 1st Baron Mulgrave was the son of Lady Catherine Annesley and William Phipps and grandson of Sir Constantine Henry Phipps (1656–1723), who served as Lord Chancellor of Ireland from 1710 to 1714.

In 1767 he was created Baron Mulgrave, of New Ross in the County of Wexford, in the Peerage of Ireland. Lady Catherine Darnley had later married John Sheffield, 1st Duke of Buckingham and Normanby, making Constantine Phipps, 1st Baron Mulgrave, a step-grandson of the 1st Duke of Buckingham and Normanby.
